libklibc-dev software package provides kernel headers used during the build of klibc, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libklibc-dev
libklibc-dev is installed in your system.
Make ensure the libklibc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libklibc-dev *
You will get with libklibc-dev package name, version, architecture and description in a table
